Further, the Public Gambling Act,1867 which is the central law on gambling and most of the subsequent state laws on the subject, substantially state that "nothing in the Gambling Act shall apply to games of mere skill wherever played"
The Supreme Court of India has identified rummy as a game of skill and not just chance, hence differentiating it from gambling also Therefore, the activity to play for cash in a game of skill is protected under the Indian Constitution – Article 19[1](g).

However, in Andhra Pradesh, Tamil Nadu, Kerala, Assam, Odisha and Telangana, players are not allowed to play for cash in High Jack Rummy as the state laws do not permit.
